yes it is possible to remove the birth mark. Yes it is safe. I would consider having the surgery done by a plastic or a hand surgeon. I would stay away from an orthopedic or general surgeon when it comes to your birth mark. I am a surgical tech and have seen many birth marks removed in surgery. It will leave a scar which is why I would recommend a plastic surgeon. Plastic surgeons usually make smaller incisions and when it comes to suturing the wound closed they are a lot neater and aware of scarring. I don't think it will be too expensive if u have the procedure done in an outpatient surgery center. Stay away from hospitals for small cosmetic procedures, they charge an arm and a leg. But if ur worried about something I would worry about the type of anesthetic u would receive. Make sure they don't give u any medication u are allergic to, and make sure if they do the procedure under local anesthesia that they give u an extra sedative because local anesthesia wears off pretty fast. and Google the surgeon and his credentials before u choose a doctor… and you should be fine
