It is just breast augmentation. Augmentation is just referring to the changing of the breast tissue. For some men this could be a reduction, such as in the case of males who suffer from gynocomastia (enlarged breasts) and for other is can be to enlarge the breast tissue, such as in the case of those males who wish to undergo sexual reassignment surgery.
Remember that just because the term breast is typically associated with females, it does not mean that men do not already have breast tissue. It is for this reason that males can actually suffer from breast cancer. Since both men and women have breast tissue, the terminology for changing the breast appearance is the same, it is just the patient that is different.
Either augmentation mammoplasty or breast augmentation or implantation. Mammoplasty means breast reconstruction, which can be performed on post mastectomy patients, but can also be the term used to refer to insertion of breast implants in a male.
Like ToxLabRat said, M2F transsexuals don’t normally need surgery for that, the hormones take care of it. But if they did want bigger breasts it would still be called breast augmentation.

Breast augmentation surgery or Breast implantation.

Men can also have a mastectomy as well.
