@Spike1x4 : They use a tourniquet to decrease blood flow to the limb they are operating on.

………if u cut carefully it wont bleed and we really have blue blood not red.THE REASON WE SEE RED BLOOD IS BECAUSE WHEN WE HAVE CUTS OXYGEN FROM THE BLOOD EXCAPES AND THEN IT TURNS RED, WHY DO PEOPLE THINK WE HAVE RED WHEN ITS BLUE ITS ONLY RED WHEN OXYGEN FROM THE BLOOD ESCAPES

To those people who wonder why there is no bleeding at the start of and during the surgery, a rubber bandage is applied to the arm before the surgery begins, in order to exsanguinate, i.e. squeeze the blood out of the arm, and then an inflatable tourniquet is applied. This makes it easier for the surgeon to see clearly what he is doing. The surgeon explains towards the end of the operation about the tourniquet.
