What happens if a minor wants a medical surgery and the parent doesn’t?

What if the amalgamate recommends the recovering operation (not cosmetic) for the kid as good as the kin do not instruct the surgery? Does it have the disproportion if the teen is say thirteen as good as elderly enough to cushion the consequences of the procedure?
